Theft of Deposit

I sent a $400. deposit to David Charles Gilliam, working under the company name of Millhouse Horse Transport. The deposit was sent in Oct of 2010, and he was supposed to transport a miniature horse for me at that time. Turns out he was no longer even hauling horses at this point, but gladly took my deposit anyhow.
I received one $50.00 money order from him a few months after I sent in my deposit. Then I received a $50.00 check from him that bounced, and had to pay a $15.00 bank fee. So I have received $35.00 total from him when I factor in the bank fee.
I received countless promises from him saying he would return my deposit. I wasted countless days staying home, waiting for a promised certified letter from him, which of course never arrived. I have had no communication from him since January of 2012. It's obvious long ago he has no intention of paying the money back.
Beware of doing business with him. He's a habitual liar, and a thief, and I've lost money I can't afford to lose.
