I have a long question and all the answers would be appreciated!

I have had a problem with another neighbor in the complex who has been stalking me. Property management was all for evicting him. I got a TRO which I am on my second round of service because the neighbor keeps evading service no matter what time of day, night or over night it is. Now that I found out the neighbor has 2 drug felons and still on probation the management company wants nothing to do with this. all other neighbors want him gone but dont want to say anything. Come on are they afraid of him or he is supplying? he knows about the TRO but just doesn't want to get served. he is laughing while he continues his antics? HELP
